In this study, using descriptive-analytical method, the roots of fitnah in Islamic government have been investigated. The results of the research show that fitnah is also defined in its Qur'anic application to infidelity, polytheism, and hypocrisy. The roots of fitnah are in some cases internal, which is due to following the desires of the soul. Studies show that wherever there is fitnah, the desires of the soul are involved, and wherever the desires prevail, fitnah occurs. Some of the roots of fitnah are external, such as the devil, Taghout, and the infiltrators of the enemy. Among the external factors, the infiltrators of the enemy have a very destructive role in inciting fitnah in the Islamic society, sometimes these infiltrators reach the most sensitive places and key positions and cause irreparable damage. ازآنجاکه فتنه‌گران هر روز با شیوه‌های مختلف در جامعه فتنه به پا می‌کنند و در صدد گمراه کردن مردم‌اند، بررسی و شناخت عوامل و زمینه‌های وقوع فتنه‌ها، از جوانب مختلف، بسیار حائز اهمیت است. در این پژوهش با استفاده از روش توصیفی‌تحلیلی، ریشه‌های فتنه در حکومت اسلامی بررسی شده است. نتایج پژوهش نشان می‌دهد که فتنه در کاربرد قرآنی خود به کفر، شرک، نفاق نیز تعریف شده است؛ ریشه‌های فتنه در برخی درونی است که ناشی پیروی از هوای نفس است. بررسی‌ها نشان می‌دهد که هرجا فتنه هست، پای هوای نفس در میان است و هرجا خواهش‏های نفسانی حاکم است فتنه‌ها بروز می‌کند. برخی از ریشه‌های فتنه بیرونی‌اند، مانند، شیطان، طاغوت و عوامل نفوذی دشمن. در میان عوامل بیرونی، عوامل نفوذی دشمن نقش بسیار مخربی در فتنه‌انگیزی در جامعۀ اسلامی دارد، گاهی این نفوذی‌ها به حساس‌ترین جاها و پست‌های کلیدی نیز دست پیدا می‌کنند و خسارت‌های جبران‌ناپذیری به بار می‌آید.
