Managing protests as a pervasive phenomenon is one of the challenges of policymaking process to which political systems have paid special attention. In the Islamic Republic of Iran, given its Islamic nature, it is necessary for the policymakers to be based on Islamic principles and Sharia sources (book, tradition, consensus and reason). Therefore, the current research seeks to answer the main question "What are the policy-making implications of verses 125 to 128 of Surah An-Nahl for protest management?" and for this purpose, a combination of the methods of interpretation of the Qur'an to the Qur'an and the method of cross-question has been used, in order to obtain policy-making implications while examining verses based on other verses and providing evidence from Qur'anic interpretations. An analysis of 25 codes shows that the principles governing the protest management policy are: 1) Giving priority to the use of interactive methods based on wisdom, 2) Preaching and debate in the better way, the rule of reciprocity, 3) Patience in punishment, and 4) Compliance with moral principles. Based on them, 8 policy implications related to protest management policy were obtained.
