Today, media and mass communication have become of great importance in influencing societies. To build a desirable Islamic society, it is essential that the media comply with Islamic standards. This research, with a qualitative approach and relying on the content analysis method, has examined Western theories and Muslim research, and analyzed Qur'anic data and related media theories in order to explain the functions of Islamic media and design a communication model of the Holy Qur'an. Accordingly, the functions of Qur'anic-based Islamic media were determined to include "attraction and influence", "purification and preparation of soul and mind", "individual guidance", and "nation-building and leadership". Also, the communication model of the Holy Qur'an was explained based on three levels of revelation, communication and interpretation. And by presenting the main elements of communication, the factors affecting them and the communication process at each level, its communication model was designed based on Quranic data. In this model, emphasis was placed on issues such as interference, feedback, factors affecting message reception, effects on recipients, and especially the role of the Ahl al-Bayt (AS). In general, utilizing the Holy Qur'an as a media model in various fields can bring about a fundamental change in the performance and efficiency of Islamic media and pave the way for society to achieve its divine goals.
